Processes of adaptation and modernization

The main objective of project is Development by the end of July 2013, first in Wielkopolska innovative solution for the validation of competencies to support employers and employees, women and men of MSME of Wielkopolska?s municipal sector, undergoing processes of adaptation and modernization

The transnational component, of innovative design is implemented in cooperation with transnational partner, by Polish Chamber of Commerce (PCC).

EU Parliament resolution on the urban environment, the Athens Charter, the Charter of Leipzig, European Commission communications, National Development Strategy 2007-2015, National Cohesion Strategy require employers and employees, including MSME of Wielkopolska?s municipal sector to a profound transformation.

Predicted and implemented environmental, climatic changes, raised standards of services for population, the requirements imposed by the new politics of public finance, the need to take international and interregional cooperation require directors and managers of public utilities to have new qualifications in the various fields such as modern management systems (finance, sales, production management services), use of ICT, acquiring and implementation of new technologies and innovations, so in areas where the competency gap is the biggest in Wielkopolska (SZOP Priority VIII page 234).

What is needed is a validation system, which supports the mobility of employees, is part of the requirements to continuously reduce production costs, including employment. Lowers the cost of training and level of permanent unemployment by better adaptation of qualifications to labor market needs.

In terms of implementation of personnel management system, especially among employers and employees of MSME of municipal sector undergoing modernization processes of adaptation, validation of competencies problem is universal, applies to any municipality in Poland (Mapping of the Public Services: Experts report - Brussels CEEP 2009). In Poland, as well as in Wielkopolska, the scope of validation is small (Report: Euro-validation - good practices, Warsaw, 2010). There is no coherent and comprehensive system of recognition and validation of competencies acquired outside the formal education system, which complies with the European Qualification Framework (Poland Report - RefNet 2008, Report: Polish Qualifications Framework, Ministry of Education, Warsaw, 2010).

It is therefore important to use international experience where adequate models were not only developed but also have been implemented and applied in practice.

Dominant formal learning paths characterized by a very high inertia and delays in relation to technological development, have not kept pace with the development of the service sector. (LdV project: International report, "Mapping of competence (...), 2008-1-PL1LEO05-02 057).

It is a vicious circle. Adult education system in Wielkopolska is not compatible with the EU strategy and global market, training companies provide expertise in large part not complying with the needs of employers and employees from Wielkopolska, rapid economic changes deepen the deficit of competencies. Employers of MSME of Wielkopolska?s municipal sector do not have a utility ordering their expectations.

On these processes is applied schematic, the traditional approach in Wielkopolska?s education, based on rigid procedures that underestimate the learning outcomes of a system other than formal, and above all prevent validation and acknowledgment of acquired competencies.

At the same time a violation of the principle of equality between women and men is observed. The phenomenon of "glass ceiling" and the phenomenon of "glass walls" (UNDP Report: "Gender equality policies. Poland 2007") are noticeable. In the 768 of Wielkopolska?s MSME tested, the owners, presidents and board members are 51 women and 111 men. (Edustacja.pl report, "Labour Market Survey in Wielkopolska", Poznan, 2009). Unfortunately, so far appropriate studies have not been conducted in the municipal sector. The diagnosis performed by the Committee of Public Utilities of PCC in the five largest chambers of commerce confirms the presence of these phenomena in the sector.

The current situation negatively affects the processes of adaptation and modernization of Wielkopolska?s MSME. The project in its entirety concerns of disadvantaged group, MSME of municipal sector, which was not seen as an important component of the national economy. It was and is seen as an internal matter for each local government closed within the borders of cities. In the project "Development and popularization of national professional qualifications standards" / Ministry of Labour / completely omitted occupations characteristic for the municipal economy. Sector was not subject to any measures of validation of competencies, was not included in national policy and regional strategies. There is no certificate attesting of knowledge gained in an informal way.

Diagnosed problems listed above became the basis for the formulation of the product development needs connected with the validation of competencies of employers and employees of MSME of Wielkopolska?s municipal sector, generated by the project, which is consistent with Theme 3: Measures to support employers and employees of enterprises undergoing adaptation and modernization processes. The project will have a significant impact on entities other than the target group. The developed methodology for the validation process, the characteristics of managers and management, verification procedures of validation processes in the region for a particular industry, or the methods of promoting the implementation of gender equality can be used by any other entity from almost all economic sectors. Built validation system will contribute to Polish efforts to create a National Qualifications Framework.

The project includes the principle of equal opportunities for men and women by strengthening efforts for women as a small group among leaders and managers of MSME of Wielkopolska?s municipal sector.
